What constitutes an Apiary

As far as communal sites are concerned this is and always has been a difficult subject.

A communal site is where two or more beekeepers have colonies on a shared site.

It would be considered separate apiaries if they had independant access. eg where bees are kept in neighbouring gardens. SImilarly, if two apiaries were on the same farm and divided by a hedge and the bees were maintained by separate beekeepers who did not undertake any joint beekeeping.
